Professional Summary

Charlie joined ECHELON in 2024. His experience includes technical and managing lead for gas migration investigations (GMIs), water well complaint investigations and water supply restorations in Northeast Pennsylvania since 2011. Additionally, Charlie has significant experience managing soil and ground water investigations and remedial projects. As a lead gas migration investigator, Charlie has developed and led multidisciplinary technical teams investigating gas migration cases through the review of gas well operational history, mechanical integrity assessment, review of subsurface lithology and structure for potential migration pathways, and receptor evaluation. Charlie's experience also includes development and oversight of gas well annular space pressure buildup testing and assessment programs to establish baseline gas well mechanical integrity, evaluate for remedial operations, and feedback to drilling programs to enhance gas well design. Charlie also has significant experience preparing documents for regulatory submittal and preparation for regulatory meetings, including strategy development and presentation.

A summary of the service areas that Charlie oversees, manages, or is involved, many which include planning, data evaluation and reporting are as follows:

  • Gas migration investigations,
  • Water well complaint investigations,
  • Water supply restorations,
  • Stray gas mitigation systems,
  • Investigation and remediation of spills,
  • Environmental and casing and cementing Inspection, and Notice of Violations responses, plan development and execution,
  • Consent Order and Agreements and execution,
  • Environmental risk management related to future gas well development,
  • Technical and regulatory consulting to PreDrill water sampling programs,
  • Development of spill investigation and remediation programs,
  • Management of consultants providing field sampling, monitoring, data evaluation and reporting services,
  • Regulatory representation for GMI cases/gas well mechanical integrity discussions and spill investigations/cleanups; and,
  • Litigation/settlement technical support.

In summary, since 2011, Charlie has overseen numerous GMI related and soil cleanup projects with successful outcomes leading to case closures with PADEP. Charlie's work in NEPA, leverages his 22 years prior technical and project management experience which included leading projects, many of which were for sites located in Pennsylvania. Charlie is a registered geologist in the Commonwealth and has extensive experience with Pennsylvania's environmental regulatory framework including Pennsylvania's Oil and Gas regulations including Act 13 of 2012 and Chapter 78a., and the Land Recycling Program (Act 2).
